Williams was born in 1880.  Williams' father was William John Fowler and his mother was Isabella Tindal.  He had three brothers and a sister, named James, Alfred, Thomas and Elizabeth.  He was the second oldest of the five children.  He had a half-brother and five half-sisters, named Henry, Nellie, Alice, Maggie, Cecilia and Myrtle.  He died at the age of 62 in 1942.
